Ed Grutzmacher

Ed Grutzmacher specializes in advising clients through all stages of land use entitlements, from the initial application to final administrative actions.  Ed further has extensive experience defending those entitlements in litigation, especially regarding claims brought under CEQA and NEPA.  His practice also includes planning and zoning, annexations, affordable housing, the Coastal Act, and compliance with other land use and environmental laws.  Additionally, Ed has a robust background in general municipal law.
